Regional Water Authorities
Regional water authorities involve large-scale water infrastructure
projects that deliver wholesale water to dozens of municipal
water providers and facilitate compliance with subsidence
district regulations requiring reduction of water well usage.
ABHR attorneys were instrumental in the passage of legislation
creating the West Harris County Regional Water Authority
and the North Fort Bend Water Authority, which authorities
will provide surface water to serve hundreds of square miles
in the Houston region.
ABHR attorneys provide general and bond counsel services
for these authorities, often including negotiation and preparation
of water acquisition and supply contracts, negotiation of
governmental issues with other political subdivisions, regulatory
compliance, right-of-way acquisition, and bond counsel services
