Local Government Relations
In the Greater Houston Area, our lawyers have significant
experience working with county and municipal elected officials
and staff. Our lawyers effectively advocate for public participation
in development or redevelopment projects and other economic
development incentives. ABHR lawyers also represent cities
in structuring and negotiating economic development programs
and public-private partnerships.

entities in franchise, development, contractual and regulatory

State Government Relations
ABHR attorneys have extensive experience in drafting legislation
and guiding that legislation through the Texas Legislature.
ABHR clients include local government entities as well as
those who seek to create a local government entity. For 30
years, our attorneys have been the principal authors and
lobbyists of major laws and regulations affecting water districts,
tax increment reinvestment zones and municipal management
districts, and other special purposes district and others
laws related to the construction of infrastructure and real
estate development in Texas.
ABHR attorneys have created dozens of special districts,
including municipal utility districts, municipal management
districts, improvement districts and road districts in the
Texas Legislature, a process that includes authoring the
legislation to create the district and lobbying for its passage.
