Areas of Emphasis and Related Experience. Annette's practice focuses on public finance, urban development law, and local government regulation. Annette works with special purpose districts, such as municipal utility districts, public improvement districts and municipal management districts, both in the role of general counsel and of bond counsel. Annette has had experience serving as bond counsel, general counsel, underwriter's counsel and disclosure counsel in tax-exempt bond financings for special districts, school districts, universities, cities, and counties.
