Areas of Emphasis and Related Experience. Katie's practice focuses on public finance, urban development law, and
local government regulation. Katie represents special purpose
districts, such as municipal utility districts, public improvement
districts and municipal management districts, as general counsel and
bond counsel. She has broad experience working with cities and other
local government entities on regulatory matters affecting businesses
and real estate developments.
Education and Professional Background. Claremont McKenna College (B.A. in Economics, cum laude, with honors,
1989); University of California at Los Angeles School of Law (J.D.,
1992). Prior to joining the firm, Katie was a participating associate
in the Real Estate and Land Use Section at Fulbright & Jaworski LLP
and served as Chief of Staff to Houston City Councilman Michael Berry.
