Areas of Emphasis and Related Experience. Jessica's practice focuses on public finance, urban development law and
local government regulation. Jessica works with special purpose
districts, such as municipal utility districts, public improvement
districts and municipal management districts, both in the role of
general counsel and of bond counsel. Jessica has experience working
with private developers to structure development agreements and utility
agreements with cities and other local government entities for public
participation in commercial, residential, and mixed-use developments.
