Areas of Emphasis and Related Experience. Practice
focuses on public law, including urban development and local
government regulation. Mr. Muller assists in the creation and
operation of various political subdivisions to provide water,
wastewater and drainage facilities to serve residential and
commercial development in Texas, including the master-planned
communities of Sienna Plantation and Riverstone in Fort Bend
County and Tuscan Lakes in Galveston County. Mr. Muller has
negotiated several development agreements between land developers
and municipalities. Mr. Muller also focuses on transportation
related projects and serves as general counsel to the Fort
Bend County Toll Road Authority and the Brazoria County Toll
Road Authority.
